There are a lot of scams going around. Beware of anyone, especially out of this country, that ask you to pay for animals by Western Union. There's nothing that you can do if they don't ship after you've paid! Chances are, they won't be willing to ship first, so just be careful, that's all. They'll even come up with all of these suggestions involving police or government agencies to make it all seem legitimate. I've been scammed in this way before. PayPal is the best way to go. It only takes a minute to set up a PayPal account!
