Venomoid snakes can still be dangerous. Jim Harrison who is the head reptile curator at the kentucky reptile zoo/park wrote about this same subject. You can view this by going to http://www.venomousreptiles.org/forums/experts/10434
Also your question about whether or not will the fangs come back... they will. The fangs will regenerate just as that of a thumbnail that has been pulled out or fell off will regrow.
The subject of venomoids has been one of the most dicussed and debated topics her on this site and in the venomous hobby itself. You can see for yourself by
doing a search on venomoids in the experts section. There is even petitions out for the proposed banning of venomoid surgeries. One that comes to mind is at:

The fangs are not removed in the process of making a snake venomoid. It is the venom glands that are removed.
