WV Exotic Bill to be Proposed

I was recently e-mailed copies of the new exotic animal bill thats going to be proposed in WV. I dont know how to post it, but if you want a copy you can email me. Misfits0138@aol.com. It does not look good. Here is a section I copied and pasted to give you an idea of what they are trying to do.
§19-9B-1. Purpose; short title.
(a) It is the intent of the Legislature to prevent the introduction or spread of disease or parasites harmful to humans, wildlife, livestock, poultry and other animals; to prevent the escape or release of an animal injurious to or competitive with the state's agricultural and forestry industries, wildlife and other natural resource interests; to prevent the mistreatment of (exotic) animals; and to ensure the physical safety of humans by regulating the possession and sale of domestic and exotic animals.

(e) Each member agency may immediately seize, quarantine or destroy an animal which poses a threat to humans, other animals, wildlife or the state's agricultural or forestry industries or other natural resource interests. The agency must advise the board of its action.
(a) The owner of an animal seized because it poses a threat to the health and safety of humans or other animals is liable for all costs of treatment and care while the animal is under the control of the board.
(b) The owner of the seized animal shall post a bond, within five days of the date of the seizure, with the board in an amount determined by the board which is sufficient to provide for the reasonable costs of treatment and care of the animal during the period of confinement. The board may prescribe the form of the bond by rule.
(c) The board shall determine the appropriate placement of the seized animal based upon the threat posed by the animal.
a) A possessor of an exotic animal shall maintain liability insurance in an amount of not less than one hundred thousand dollars for each occurrence and shall provide a copy of the policy annually to the board.
§19-9B-20. Inspection.
During reasonable hours, the employees of the Department of Agriculture, the Division of Natural Resources or the Bureau for Public Health may enter any premises to access domestic or exotic animals for the purpose of inspection. No person may obstruct or hinder the employees in the discharge of their duties to enforce this act.
I suppose since they would be coming during reasonable hours they shouldn't have to have a warrant or anything...right?......

The way this is written, it gives an AWFUL lot of power to regulatory departments.
Even NY's bill wasn't this agressively worded.

Wake up WV you are in worse shape than SC. If you would get organized and SC would get organized we could all work together to turn the tide against the AR movement. That is the engine driving these bills. If you don't, they will continue to pick off states one by one. It is a classic strategy of divide and conquer.
I've noticed that they are now changing the nuance of their language to intimate that they are trying to "protect" these animals from the greed and subversion of private ownership... they are now saying that they want to "protect" the public and our native wild populations from the "significant" threat of disease and parasites. With a little research you will find that these ascertions cannot be supported by the facts. These tactics of changing language and using fear instead of facts to support their arguments must be exposed to the citizens of your state for what they are... misrepresentations. Fight or die WV!
Let's get Virginia and PA organized and involved too. We can Make a 5 state alliance. NC, SC, VA, WV & PA. Think of the ideas and resources we could marshall if we all worked together. The AR movement is well funded and organized at a national level. What are we prepared to do about it?
