What does a non-resident of Florida have to do to get a permit to collect or transport venomous reptiles in Florida?

Sorry.. I mis-read your question & didn't catch it until I posted. You'll need to apply for the permit by mail & jump thru the same hoops as a resident.

I had to provide proof of 1,000 hours of venomous experience and show that my cages were safe. I also got recommendations from three other licensed keepers.
