Um.....how about becoming a zoo. Ca feels that keeping hots is too dangerous for the rank and file citizenry, therefore, if they feel that you have no business keeping hots, then there's no reason for you to get the permit. Get a fishing liscense and keep a native rattler or an exotic rear-fang--but no boomslangs or twigsnakes.
