Need a good permit system template

With all the recent hubbub in VA and elsewhere, I'm trying to round up a few Arkansas herpers to petition our state G&F to enact a permit system before legislation takes away our privilege of keeping reptiles. We've flown under the radar for a while now, but I'm afraid our turn may be coming soon. We have a great state herpetologist who comes to many of our state herp society's functions, so it should be easy enough to at least get something submitted through him. I'd like to see some templates from states that have already adopted a permit system, for potentially dangerous reptiles especially. I don't think we really need to go as far as Florida's regulations, as we have a relatively small number of hobbyists and such rules would probably seem to be more trouble than they're worth to the agents who would have to enforce them. I do think, however, that a set or rational, easily enforceable regulations that also act to bring in some extra cash to the state's wildlife agencies might come across nicely.
This is something I would've tried to start organizing sooner, but being that it has been my first year teaching, and I've had 5 different types of classes to teach, not to mention the fact that 4 of the 5 are more or less out of my major field - I've been a little busy. With the summer break comes a lot more free time to spend tweaking a set of rules and regs.
Anyway, I appreciate any responses anyone may have.

Be cautious with this approach, unlike FL where FL wildlife dept has control over possession, in other state legislature has control.
There were instances where city/state had regulations and AR come back to ask for more, aka bans, it is easier to add to existing exotic regulation, make it almost a ban, then create brand new legislation, so it can backfire.

recent examples would be WA state where API managed to get ban on big reptiles and cougars and up bears, etc, in 2007, no exemption for USDA, nobody can replace their animals, and this year they came back with more to ad smaller exotic cats and wolf hybrids.
Other example is Oregon state that already has decent regulations in place, but that didn’t stop HSU$ in 2007 to manage to introduce ‘emergency’ exotic bill that would have basically banned gators and even small wild/domestic hybrid cats like Bengal cats (7 pound full grown) the text was horrible, if you had a birth from already pregnant female when the bill was introduced, you had to ask the state if you could have kept babies or how to dispose of them it if this legislation was passed, as I said, make sure what the consequences of this are. It can be good or horribly backfire by oiling the way for AR to just turn regulation bull into ban.

Good point. There is by no means a consensus among my state's herpers that we even need a ban anyway. Right now we're going over some of the possibilities on another site. I just imagine that it might be better to be proactive rather than reactive.

Having sample fair regulations u owners agree with is good to have on hand.
Introducing it and using it I only recommend in tight situation, like when without it there would be a ban, like Arlington, VA is a good scenario where even I, person who takes no prisoners, would have agreed with regulations even though personally I want to kill all these bills.
Other time when regulations are acceptable when u r trying to reverse an already existing ban, as going from ban back to absolutely no regulation and total freedom is not very realistic goal in current Politically Correct climate. Recent scenarios/examples would be Iowa and NY states, that introduced regulation legislation in the last 1-2 year to reverse existing ban on exotic felines or hybrids.In this case introducing regulations is going toward the right goal, in the right direction, more freedom.
