Animal Ordinance On Agenda

Greenwood’s latest, lengthy proposed animal control ordinance is broad-reaching, and among restrictions would require people to prevent their pets, including their cats, from running at large.
The Greenwood City Council will consider the 21-page, mayor- and police chief-proposed ordinance at its 6:30 p.m. meeting tonight at City Hall, 30 Bell Road, Greenwood.
According to the ordinance’s proposed fine schedule, fines for pets running at large would range from $37.50 to $125 on successive offenses.
The ordinance would prohibit the keeping of exotic animals, innately wild animals or livestock within city limits. In exceptions aimed at children conducting 4-H and similar projects, the city can grant an exception for one animal for a period of up to 90 days per calendar year.
For people who don’t hold a kennel permit, the ordinance would limit the total number of dogs and/or cats per household to four, excluding puppies or kittens under 8 weeks of age.
It would limit the number of caged birds per household to 10. Conversely, it would required the owners to give each bird a companion bird of the same species for those birds that commonly flock.
It would require outside animals to be confined in enclosures rather than tied, and it would require outside dog pens to be placed at least 50 feet from the dwelling of any neighbor. The pens would have to allow at least 150 square feet per dog.
The proposed ordinance is specific in the conditions under which pets must be kept. Bird cages, for example, must be kept free from drafts and sudden chills and cleaned daily. The pet-keeper’s pen and premises must be kept clean, without offensive odors, and it prohibits allowing pets to become infested with fleas, ticks or other vermin.
The ordinance would require owners to vaccinate their pets against rabies annually — dogs, cats and other animals susceptible to rabies. And it requires the vaccination be done by a licensed veterinarian.
The ordinance would require each animal to wear a rabies tag and a city license tag. Those animals too young for a rabies vaccination must wear a commercially available identification tag with the name, address and phone number of the owner on it.
The ordinance would prohibit the giving away of live animals as prizes or inducements. It prohibits cruelty to animals as well as placing any known poisonous substance where it could be eaten by an animal. It prohibits the feeding of wild waterfowl, including wild ducks and geese, within city limits.
It would allow unrestrained and nuisance animals to be taken into custody by police and animal control officers. It would prohibit the selling, trading or gifting of any animal from anywhere other than a permanent physical location owned or rented by that person and subject to city zoning and licensing requirements.
The ordinance would ban specific dog breeds, including pit bulls and bull terriers and any dog whose parent was a member of a banned dog breed.
The ordinance would protect enforcement officers from civil liability and prosecution for trespass if they initiate enforcement procedures or enter a property “in good faith” to enforce the ordinance.

Lucky you, not so much for me. This is a bit close to home, literally and figuratively. Greenwood, AR is roughly an hour west of here.
