No. Coral snakes are venomous and can therefore only be kept by those with a permit. I have just gone through the process and can give you some insight into what you have to do to get the permit. You must be able to account for no less than 1000 (one thousand) hours of time with the species that you intend to keep. There is some paperwork that must be filled out and it will cost you $100.00 to process. The state will visit you (for new VR permits)to ensure that you can provide the proper facilities for the animals that you intend to keep. I hope this answers your question.
