Contact Animal Control for this city.
This would probably be your best and most informed source.

If you are in city limits there may be city ordinances regulating the quantity, species, space requirement, enclosure design, signage, etc. You would also have to comply with any additional county ordinances and regulations. Animal Control would be helpful on the local level.
You would also need to comply (sometimes get permits, inspections, etc.) from your state wildlife regulatory agency (Alabama Dept of Natural Resources). Meeting requirements from one or two and not the other is useless. If something where to happen and you find tv cameras knocking on your door you need to be able to say you met ALL requirements city, county and state - this is just plain good hot keeping responsibility.
You can get away with not meeting city requirements by not keeping/housing the snakes within city limits - its one less hurdle anyway - and one less entity that can come down on you if something did happen. I am glad to know you are asking these questions. Too many people risk it without considering the consequences. It took me about 8 months to get all my permits/inspections, etc. which I appreciate because during that time my design for my hot room changed several times as it was coming together. It might take a little longer doing it the right way but then you do not have to worry about someone knocking on the door or an angry neighbor complaining, etc.
Best of luck!

all that helps.i met all my requirements out in texas and everything was fine.im familiar with the non native venomous of the state which can be permitted, but for the average joe like myself ut isnt so easy.im calling animal control in a few minutes.i have a kud so responsibility and safe keeping is my biggest concern.ive only had two escapees ever, a macklotts python and an amazon tree boa, both around 10 years ago and ive owned hundreds.i like my reptiles too much to let them gwt away, especially hots due to the threat if danger they possess.i always ask and search my laws prior to owning anything.im one of the responsible herpers and always will be.people who dont learn the kaws or frankly just dont give a damn are the ones ruining this hobby for all of us...
I appreciate all of the info i got from you and i will keep it with me and pass it on to the next fellow herper who us in neex of advice of this nature.thanks again
