is there a way for someone who removes and relocates rattlesnakes from peoples homes to send venom to someone with a lab for refining it

In the UK atleast, unless you are a Government acredited research facility, you haven't got a hope in hell of obtaining raw venom that is to Scientific and Medical use, unless you extract your own (which has many risks associated with it, as I'm sure you are aware). Your best bet would be to ask a Venom Extraction facility, atleast you know then that the venom would have been extracted under sterile Lab conditions, and freeze-dried within a certain legnth of time so as the venom stays "fresh".
