In most cases I think that a viper would have the fastest strike. This is due to the jab-like nature of their strike, which can happen in a fraction of a second.
Of course, There are a few Elapids that are up there.
I think that the EDB has the fastest strike, offhand, or maby a gaboon viper.
Cheers

In my experience, Cobra Fang is right. The big Bitis can strike with unbelivable speed and power in any direction, including backward.
But even faster than a Gaboon Viper is, believe it or not, the Common Snapping Turtle (Chelydra serpentina).
In any event, watch yer fingers with all of them!
