unless Gov. Perry vetos it - and it may already be signed, as it was snuck through legislature - herp laws in Texas are going to change drastically in September.
Read this thread

Basically road cruising and hunting the shoulder/berm will be illegal and permits will be required for most large constrictors and non-native venomous.
The law was unanimously voted down then one representative who is apparently very anti-herp, bypassed due process and got it tacked onto another bill and it passed without anyone being able to fight it.

Austin, there are a couple of issues here. It is true what Larry said about Texas Laws could possibly be changed in the near future, unless the herpers of that state flood the Governers office with protests, so he will veto the bill that has been sent to him.
On the other issue, the City of Tyler does have a dangerous animals ordinance, so it kind of depends on if you live within the city limits or outside of the city limits. Check it out at :

Your County does not have specific wild animal ordinances as far as I can tell, and would come under the game and fish rules for the whole state.
I would suggest that you try to join the nearest herp society, as the folks there would be more up to date on the status of your laws, and it would offer you a chance to voice your opinion of the upcoming laws that could really have a very big negative effect on your ability to field collect animals.
Hope this helps. Best Regards JohnZ

If you live in Tyler, the folks there at the Caldwell Zoo may be able to turn you on to the nearest herp society. Yvonne Stainback is the Curator of Herps there at the zoo, but any of the herp staff should be able to point you in the right direction.
It's a gorgeous zoo, if you haven't been there yet I would truly recommend it.

We're in the process of moving from Houston to Mt Pleasant, so we'll be just a little north of you. We'll, likely, be trying to get an informal herp society started up there. Don't know eactly how far we'll take it. I guess it depends on how many people we get interested, and how far they want to go.
