I would not call any cobra...or any snake, aggressive. The proper term is defensive. As long as you do not give a snake reason to defend itself, you will not be in danger of being bitten. Getting too close to one is giving it reason.

That one's a little tough to pin down. I've kept 6 adult monocled cobras, arguably one of the most 'domestricated' cobras in the hobby (using the term domesticated VERY loosely here) and they've ran the entire gamut from extremely placid to extremely crazy. Cobras tend to be a bit more quirky than some other snakes in that regard. Point being: don't assume this or that species will be easier to work with than another.

It's very much by individual and not by species. Any nice, well habituated captive born and raised or LTC cobra is likely to be pretty docile.
Personality wise cobras remind me of those yappy little dogs that will rush you all huffy and bluffing, then turn around and rush away yelping when you tap them gently, then a few seconds later recover their courage and come try to be all scary again. Cute but deadly little scale-puppies.
