Venomous permits in Utah

I need some tips and pointers on getting venomous permits. I was told that here in Utah we can't keep venomous snakes, but when I checked Utah division of wildlife resources website I found that the western rattlesnake (Utahs most common rattlesnake species) is controlled for collection and possession and requires a certificate of registration to keep. How would I get the certificate and what are some of the normal requirements that have to be met?
