Trey,
I would keep the heating pad on all the time. You just need to make sure that your python has enough room in its cage to move to a cooler spot in the cage if it wants to (your heater should not cover the entire tank, just one area so as to create a temperature gradient within the cage). Ball pythons come from approximately our latitude, so emulating the daylength outside should be sufficient to keep the python healthy.

I run most of my breeders on 5 to 10 hr light cycles to stimulate breeding. Ie more in summer, when the windows of my hot room are open, they can smell the field, and have more heat and light. In fall i reduce there lighting drastically until they get into hibernation in which they are deprived of all light for at least 3 months. the ball should require just a touch more light, and steady warmth (though the savannas and desert can get pretty chilly at night) at least on one side of the cage (preferably the spot with the light). hope it helps,
Jared
