No, it wouldn't, because permit systems are already in place. And there is a grace period to have these snakes. (21 Day's) and the Round-up's last 2 days, so there covered.
I never saw where Brance was talking about Texas.
However, once the permit system is in place and the state (any) moves to ban, I would assume most would "Grandfather".

If this legislation goes through in Ontario, I'd be forced into the unbearable fact of having to get rid of my collection. So far, they're talking about making permits for all exotics except the ones that could endanger human life... and for some reason they're including all pythons and boas in that law!
I hope they come around and make a permit system for venomous (which I think is a good idea anyway) so I can keep my collection.
