Non-native Venomous Permit in Arizona

Does anyone know how a person obtains a permit to keep non-native venomous (restricted reptiles) in Arizona? The Fish and Game rules state that a permit is required, but doesn't specify how a permit is obtained.

In the 2003 AZGF regulations the only special license for keeping restricted live wildlife only applies to desert tortoises, and Gila Monsters. Both of which are heavliy restricted and not easy to obtain. As for the keeping of Non-native hots you are allowed to have them in the state for 72 continuous hours. You can go to there web site and print out a copy.
