I cant release him back where I found him. Its a few states away. I have him in a room that nobody goes into. I spray the cage everyday with water and clean out his water regularly.

That might be part of the problem. I wouldn't disturb the rattler for a couple weeks, not to even clean out it's cage. It took mine 3 months before it finally ate a large hamster. Once they feel totally secure they will eat. If you keep sraying and cleaning it will stay stressed and never eat. I kept my edb inclosure covered with a beach towel for weeks.

along with leaving the snake alone make sure it has a good hide box, and temperature gradient.
only disturb the snake to check its water.. once a day,,, if its possible for you to see the water bowl without walking up to the cage do so.
Rattlers can easily go a few days with low or even no water. though I don't recommend having no water available you don't have to check it everyday, every other day or even every 3days would be sufficient
