Hey,
I live in Stillwater,OK. You don't need any permits to collect non-endgered species. We still have those damn Round-ups here so the laws are pretty lax. I've been out already and seen 9 neonate timbers around here but no coachwhips or black rats yet I dunno why. I can't give much advice on Tulsa except the usual(look in tall grass and around rocky outcroppings) but thats common knowledge..lol. I hear the weather is going to be great this week so Good luck man. Happy herpin.
T.C.
