1) There's probably a reason why even the New York Times didn't think this would fly as an actual news article (it's an editorial) editorial.
2) Even other liberal papers inconveniently mention how this "secret draft revision" was submitted to the park service for input (sort of defeats the purpose of "secret").
3) The proposal was withdrawn before this article was written.
