I've seen some pictures of Rattle snakes where the tail is damaged. If there is a hole in their rattle does it still rattle?
Sorry for my ignorance on this subject, we don't get rattle snakes in Australia

As long as the rattle is still attached it can still rattle. The rattle does not contain loose pieces that move around inside, but rather is made up of individual, intelocking segements that click against eachother when shaken.
