How does a person go about starting a herp society

As far as I can tell there is not one in WV?! And I was just wondering how does someone get one started? Is there legal stuff that needs done? Or do you just get people together,how do you go about legally asking for donations to keep the group up and running? And what do you all do/talk about and call yourselves?
just a few questions thanks
