That's most likely an albino monocled (Naja kaouthia) with a slight hood pattern aberrancy. I had an albino kaouthia several years ago that had a similar pattern on his hood. On the other hand, that aberrant pattern is very nearly exactly the same as the Chinese cobra (Naja atra), a closely related, slightly more prone-to-spit relative of kaouthia. There are very few atra floating around the hobby, so if that snake is here in the US, my bet is that it's kaouthia.
Even still, hybridization/intergradation occurs fairly often with cobras, and it's not difficult to do like with some other groups of snakes. It's possible someone bred an atra to an albino kaouthia, and then bred one of the offspring back to the atra parent to get that atra-looking albino. Occam's Razor though probably applies (simplest explanation is probably the correct one) it's just an abnormal albino kaouthia.
Nice snake whatever it is. I'd be curious to see it as an adult.
