The keeping of any animals, except Cites I species, is governed by the individual state. Venomous snakes are usually grouped as native and exotic. In some states the law is written that any snake indigenous to North American is considered native, and in others only snakes indigenous to that state are considered native. Many states allow keeping of native species without a permit, but require a permit for exotic venomous. The most detailed listing available on the web comes from Mardi Snipes of http://www.coastalreptiles.com. In North Carolina no permit is required for native or exotic venomous snakes; however, it seems they consider all species native to the state as protected or endangered. Before keeping a native, you should talk with the wildlife resources to check the law on keeping a protected species.

There is no peermit currentl;y required to keep venomous reptiles in NC. However, if you keep more than 5 specimens aggregate of ANY native reptiles you must obtain a collectors permit from the NC Wildlife Resources Commission.
Also, the only native venomous species that are not protected are the Agkistrodon(Copperhead and Cottonmouth).
