It is my understanding that yes they can bite underwater.I know sea snakes and cotton mouths can bite when submerged.

Obviously water snakes, cottonmouths and sea snakes can bite under water. But I have also been told that if you held just about any venomous snake under water and inflicted pain on it, it would definitely bite you. I don't know if anyone is willing to try that though.

Look also at the water cobras in Africa. A fish eating elapid. Nuf said? ;-)
