Trying to administer Pedia to a dehydrated Specimen. Any methods of usage? Turkey baster? 50/50 water/pedia? ml ratio? UNSURE.....

when I need to administer stuff, i use plastic syringe without needle or just feeding syringe, it is like regular syringe but might have curved tip, small opening, so it drips slowly so you dont dewon the aniamsl or dont get too mcuh/any liquid in lungs
UPCO has some for example mail order, local pet stores might have some too, look for weaning section, like milk formulas, etc.

I am not a vet, so I don't want to give you any medical advice, but when I use it for myself (better than gatorade), I pour it over ice cubes, so there is some dillution. But I have no clue how bad your reptile is...

The Pedialyte can be given strait. Get the unflavored product. Simply put it into the bowl and off it that only for a few days. Fill the bowl at about 1/3 just before lights out. Don't chill or warm, just room temperature, But...change it out daily!!!!! This product goes bad fast in the open.
What your snake really needs is a vet to put a round of fluid into it sub-q.
If you cannot do that, be sure to keep a large vessel of water in the enclosure for both drinking and humidity. Lightly spray the enclosure just before lights out. Don't soak the enclosure or you may end up with skin issues and that's a whole other problem.
As far as pushing fluids down the snake’s throat, unless you are very proficient at it...don't. This causes undo stress on an already compromised animal and you risk aspirating the snake. Both, not good.
