I would recommend contacting Wolfgang Wuster with this question.
One is an Indian/Asian cobra and the other is an African cobra so the answer should be "no" but stranger things have been reported.

Dont know about crossing continents, but I do have an egyptian/moroc hybrid. As stated W.W. would be an excellent reference. They may copulate, but genetics may not be crossable.

Considering that there are blood python x ball python, and ball python x woma python hybrids out there, I would say that the likelihood is probably pretty good. Both snakes are classified taxonomically similar (i.e. they share a genus), and both reproduce by laying eggs, so the physical mechanisms shouldn't get in the way. The odds that offspring would be fertile are low, like with many hybrids, but I wouldn't say its impossible.
Not that I recommend this in the least, but what I'd be curious about is taking a fang sample from a number of these hybrids and taking a look at the venom aperture. Would it be facing mostly downward, mostly forward, or would it typically hit some sort of middle ground? Would the animals themselves have the instinct to try to spit, or not try to spit? These are questions I would have out of simple curiosity, but again I don't really think it's worth it to answer them.
The real problem of course would be if you were bitten by one of the hybrids. Which AV would you need? Or would any existing AV work? If not, you could easily find yourself under dirt.

One has to wonder, why anyone would even consider such a cross breed.
Is the goal to produce some sort of "frankensnake" that will make money at a reptile show ?
