You might find that you'd have a better shot if you tried to use the 9th Amendment, rather than the Declaration of Independence.
Unfortunately, you still don't have a leg to stand on. Even though there are rights associated with propery ownership, established law generally gives local and state governments’ police power to protect public health and safety. No court is ever going to ignore the fact that venomous animals are a potential risk to the public.
Even established rights can be modified or removed for reasons of public safety. For example, felons are not allowed to exercise their Second Amendment right. And First Amendment rights don't extend to National Security issues. Don't expect that ownership of dangerous animals will ever be considered an unregulated constitutional right. It's just not likely.
