The timing does seem odd though, did he have anything thing to with the Duttons getting arrested for their snakes?

The problem here is that these people want to take away our rights for their own personal satisfaction and resort to "causing problems" were none exist to give themselves the excuses they need to take away "our rights" for our "own good." really it is just for their own piece of mind. Does any member of this want to give these people a taste of their own medicine ?
