WV Update: We just received confirmation from Governor Tomblin's office that HB 4393 was signed by the governor and this bill will now go into law.
West Virginia HB 4393 was signed by Governor Tomblin today and will now go into law. Species will not be listed until the newly-created “Dangerous Wild Animals Board” (consisting of Commissioner of the Department of Agriculture, Secretary of the Department of Health and Human Resources and Director of the Division of Natural Resources, or their representatives) comprise a detailed list. As of right now, there is only a list of categories of animals that may or may not be included:
The list below is not final or illegal, just categories that were proposed:
(A) Bears;
(B) Big cats;
(C) Canids;
(D) Primates;
(E) Constrictor snakes greater than six feet, and venomous snakes; and
(F) Alligators and caimans;
The DWA Board will propose rules for legislative approval, including a list of prohibited species and caging standards. A “dangerous wild animal” (DWA) must be dangerous to humans, other animals or the environment and capable of doing significant harm.

The Board met last month and created a list of species (not just venomous snakes) to include in the ban. It is huge and available at http://www.ronedmedia.com/wvaquarium/WV_reptile2014.html
The public comment period started today and ends July 17th - just two weeks.
USARK posted the official proposed rule/regulation listing dangerous wild animals for WV on their web page for easy access. There has been no change for reptiles and amphibians from the previous list set forth in the WV USARC post on June 29 below (query why they noted the 4" Federal turtle rule).
