Oh wow that's crazy that you can only catch males. I guess that's a smart way to help conserve them. With the amount of interesting snakes out there I don't even low why people waste there time pushing the envelope with the native. PA has great laws regarding venomous. If the one thing they don't want you to touch is the two native species its probably best to just leave them alone.

What does the permit say about hybrids ? Can you hybridize the male copperhead you catch ? Does it say anything about breeding them in general ?

Yes but scale counting is not as accurate as probing I have found females with 21 and 23 subcaudal scales that by pa fish and boat are legal males. And copperheads you can catch either sex. I have caught a handful of Gravid females and by law you are supposed to release the neonates after they are born. But once they mate in captivity things get pretty blurred but I think you are supposed to release those as well.
