Just a guess: It could be that the "species" have rules attatched to them, not the venom glands or ducts. Also there is always the possiblity that the operation could not be 100% succesfull. In that case you could still be envemomated by the "venomoid" snake. One other thought would be control. Almost anyone could aquire a hot snake, and claim that it is a venomoid. Who would know the difference? It would be tough to regulate based on that, so the regulations are set for species, rather than venomoids or non venomoids.
If anyone knows anything further about this, I would be most interested in hearing what you have to say.
And... Just my opinion, but I think the procedure(operation), and the sale of venomoids should be illegal. Who are we to mutilate a snake, just so we can feel safe?

I can only answer for the laws in Georgia regarding venomoids, so here goes:
Georgia does not recognize venomoids.
In other words, a venomoid mamba, in Georgia, is a mamba and all the laws applying to owning a mamba also apply to venomoid mambas.
Removing the venom glands/ducts/etc may cause the snake to not act like a mamba, but its offspring will still be completely functioning, highly venomous, and highly regulated animals - in Georgia!
So, in answer to your question, since selling a venomoid would require that the buyer be following the rules/laws/regulations of their state, it is much easier to treat the venomoid as if it were still venomous.

In NY you still need a venomous permit for venomoids, the DEC doesn't differentiate between the two. Much like Karl said, a venomoid mamba is still a mamba.

I would like to remove the salivary glands from the people who remove the venom glands fron these snakes. How do you think that would feel?!
