My uncle sent me pictures of a cottonmouth he saw while fishing about an hour out of St. Louis. He said it was huge, as big a round as his arm, and it looks to be very large in the pictures. I was curious if this is normal range for cottonmouths or not?

Absolutely not. St. Louis is too far North. Cottonmouths are only found as far North as the very bottom edge of Franklin Co. They are more common much farther South than that though.
