I have found more than one in a particular burrow. If they were both permenant residents of that one, I don't know.

Typically and adult gopher tortoise will have several burrows that it calls home. Over the years it will abandon some and dig new ones, it may go back and reopen an old one. Males are notorious for visiting and cohabitating with females in its home range and the majority of burrows with two inhabitants will probably be a male and a female.
