I'm no expert, but I have Cogger's book on Reptiles & Amphibians of Australia. One possibility for your frog is Litoria rothi. Its range includes the area yours was seen in. The color is right. There may be other frogs that also meet those two criteria.
Litoria are Hylid frogs...treefrogs. Here is the key from the text:
"Dorsal surface without fine green spots; usually groin & hind side of thighs with only one or two dark patches or bars on yellow ground, not heavily mottled"

Hey there.
I remember reading up on all the frog books of australia and there is a species that is restricted to the black mountin , south of cooktown ,. The frog is cophixalus saxtilis (ROCK FROG ) the females are exactly how you described a canary yellow and about 39-46 mm long . the males are a mottled brown.
HOPE THIS HELPS.

Hi
If you email the picture to me at venom_oz@hotmail.com I'll identify it for you, or forward it on to someone else who can do identify it.
Alex
