It is illegal to keep wild ones without permit but there can be special circumstances.
Mike knows more about them than most folks.

The website Karl gave is an excellent source. We have a resident gopher tortoise that we have had for many, many years. During the summer months we give him free access to graze outdoors all day long; various grasses seem to be his favorite along with dandelion greens and flowers. During the winter months when he is kept indoors, we continue with various grasses and grazing types of vegetation. We also provide fresh greens in the form of romaine, collards, escarole, bok choy, carrot tops, endive, etc. We also provide a little fruit into his diet which he loves.
