Would sheer number of signatures on a petition
carry any weight toward banning, or at least reducing,
rattlesnake roundups?

Sheer numbers of a petition will only go so far in most states. I'm working on my own agenda in Texas with their rattlesnake roundups. It has been tough to say the least.
While I don't really know how the laws are in other roundup states, my fight has been with the state of Texas and Texas Parks & Wildlife Dept."TPWD".
The Texas State Commission were appointed by their governor, so they answer to no one but TPWD and biologists working in that agency as to regulations or data. And some of their data and logic is beyond comprehension.
As John Herron of TPWD pointed out to me, roundups are held in a democratic basis and roundups are popular in Texas. Just about every other state would say other wise.
The only way to change rattlesnake roundups in other states will take well placed letters to legislators and governing agencies. Of course hammering on towns and sponsors can help create a negative result as well.
Well placed letters to the EPA & USFWS about gassing in Texas and unsound scientific methods used by TPWD can have an effect as well. What state agency wants the Feds looking down their backs?
There is no easy road to clear this mess up, but pressure from outside is starting to put a ching in the traditions in Texas with rattlesnake roundups.
Education and having the heart to continue in fighting these Roman Cicuses will make a difference. I hope this will help you and your group in understanding the nuts and bolts of roundups.

Thanks for the info. "Roundups are popular in
Texas!?" You're right, the TPWD's logic IS beyond
comprehension.

Please don't misunderstand me,SHHS. I LOVE your
site, but out of sheer curiosity, why do you even
bother to show the dates of rattlesnake roundups?
