A hospital refusing to administer a/v does not surprise me the least bit (no pun intended), especially if it didn't come from their stock.
This is one of the reasons why I chose a long time ago to discuss this issue with my local ER. My biggest fear was having a doctor refuse it, if it came from a foreign country. Besides my protocol book, the hospital also maintains in my medical jacket notes and procedures. I also have legal directives on file with them about me accepting the liability on giving me a/v should I need it regarless of the source of a/v.
I didn't want some bonehead doctor refusing to use my stock of SAIMR all becasue it came from South Africa.
