Just wondering why certain states ban the possession of venomous reptiles. I think it should be up to the owner. I live in RI, and cannot possess anythign venomous

Yes, in an ideal world it would be up to the owner. Here in California, as in many states, an irresponsible few blew it for the rest of us. In soime states, if the snake can escape and plausably survive in that environment, it might be banned. If it could interbreed with native populations it might be banned. If it escaped and could wreck havoc on prey not evolved to deal with it--as the case with Boiga Irregularis--it may be banned. Or a strict permit system might be needed.
