Once the plastic has become brittle, from the plasticizers evaporating over time, or from chemical reaction caused by UV or sunlight, there is very little that can be done to fix the problem. The cage will probably remain brittle.
You could try some of the car dash plastic conditioners on the Outside of the cage, like Armorall, however, I doubt that enough would soak into the plastic to make much of a difference. And these products could hurt what ever animals that you have that might come into contact with them.
I have seen folks use epoxie or PVC plastic cement, or silicon rubber adhesive to back up cracks in neodeshas, which can help keep a cage going for a while. I have also seen extensive use of duct tape on the back side of cracks in these cages. I have even seen folks cover the entire outside of these cages with fiberglass cloth and resin, and build up a protective shell all over the outside of the cage.
Any Neodesha cage you have has to be at least 10 years old, and perhaps 20 or 30 years old. Eventually, they get to the point where it is best to just discard them, and save the tempered glass and build a plywood cage that can use that tempered glass for its front.
