I don’t have time today to study it in detail, but seems like they will exempt cheetah and cat hybrids but ban wolf hybrids born after certain date, aka, grandfather current ones…etc, I didn’t have time to compare before and after bird and reptiles list…

legislative counsel’s digest
SB 1424, as introduced, Machado. Wild animals: permits. Existing law prohibits the importation, transportation, possession, or live release of specified wild animals, except under a revocable, nontransferable permit. Existing law permits the Fish and Game Commission, by regulation, and in cooperation with the Department of Food and Agriculture, to add or delete wild animals from the list of specified wild animals. This bill would modify the list of wild animals by adding and deleting specified wild animals from that list.

"Adding" is the key word.
This legislation would "add" almost all types of venomous snakes and lizards to the animals that are not allowed in California.

I notice it said reticulated gila monsters are not allowed. Does that mean banded gila monsters are allowed?

They say "All Species" and "Family Helodermatidae," so that kind of covers any and all Gila Monsters and Beaded Lizards.

Yeah I understand that, but the thing is if it said all species why would it just mention the reticulated gila monster? You see what I'm saying? Because why not just leave it at Heloderma, why mention the reticualted gila monster unless it's the only one restricted. I don't know, you may be right. I'll contact the local Fish & Game and ask.
