From the consumer end...
I would consider calling a private individual for snake removal to be a billable service. I'm sure a "reasonable rate" would vary according to location and type of service, but it is a service just the same.
Let's face it, there is a certain amount of risk involved to the rescuer. You don't know beforehand whether the animal is venomous or not. You don't know how difficult the removal will be. You have no way of predicting whether you will find anything or not.
All of these factors suggest that a professional service is necessary; in this case, professional can be taken to mean someone with specialized knowledge and abilities for controlling a potentially hazardous situation. In and of itself, such a request should (imho) constitute a billable service.
I would state unequivocally that what was initially described is at best inappropriate. I wouldn't be surprised if a district attorney was able to make a case for criminal fraud (assuming this person is holding himself out to be an "Expert." This type of experience is exactly the type of experience that gives all service providers (of any sort) a black eye.
For everyone else, such services do have value and it would not be unreasonable for one to ask for compensation. Should I need services from any of you in the future, please be assured that I will be grateful and will expect to pay you something commensurate with the service you provide.

I would just like to point out, its not like there arent instances where these guys are risking there life on snake calls. Remember the GREAT video of the officer in Fl pulling away the trash can where the kids had been playin with snakes only to find a HUGE gaboon crawling through the neighbors garage. What about the king cobra shot by the neighbor in FL for being in his garage or the SW rattlesnakes getting out in arlington crawling across the pavement. I have done HUNDREDS of snake calls, and I will take gas money if i have to drive an hour to catch a racer (my time is kinda valuable). So I can definately say unless you have a nice fat retirement plan u probably cant afford to go bag up timbers in someones yard an hour away and not expect a lil gas for it. Also, there are NUMEROUS companies out there that charge for removal, all over the country who do charge rediculous rates, there are views on each end.
