NC school of gov, animal laws

Does anybody know more about this NC university and how much gov agencies listen to them?:UNC School of Government

Their document on animal control laws title 6, exotic animals, has a rather comprehensive overview of wild and exotic animal regulation in the state, including definitions of wild and exotic, venomosu, hybrids, etc....

I was impressed that instead of the usual one side references to the animal rights site, this paper, in addition to animal rights API (which was referenced a lot) , the paper also referenced our side, one of the REXANO papers I wrote.(see page 90 in the document)

For those of you who might want to use the publication for legislative purposes, one thing (that I know of for now) changed, prairie dogs are no longer illegal, FDA lifted their 2003 ban and since September 2008, prairie dogs are back as pets
