Steven, you are asking the wrong people.
You need to be asking the fish & wildlife folks who will actually come out and inspect your facilities as to what they want to see when they get there.
It really does not matter what the regulations say all that much. What matters is how the fish & wildlife folks interpret the law.
And, that could be a lot different from how you interpret the regulations.
Set up a meeting with the folks, and be professional.
Have a list of questions for them.
Then build what they tell you that you need.
That way you start off on the right foot, and just might make some helpful friends along the way.
