I know the only way to insert a tracking device in a snake is to surgically implant them or have the snake swallow them. Do any of you know of where I can find some? I would like to know how far the snakes in my area travel in the summer and where they hibernate.

My advice would be to contact the forest service in your area or a local university's biology dept and make contact with people studieing the herpetofauna of your region.
