The rquirements you have listed are all a waste of time. First of all who will perform the psychiatric evaluation,if the applicant is found to be unstable to keep a venomous snake,does that mean he may also be unstable to drive a car,one is just as dangerous as the other,but there is no psychiatrist at the d.m.v..As far as venom extraction by the collector,this will just put that person in a position of handling the snake needlesly.Imposeing a bond requirement will just force people underground.The way to correct the issue of private ownership of venomous snakes should be done through local herp clubs,and not through the political b.s.onece polotics gets involved it is screwed up for ever.The herp club should appoint a small qualified group of people to go to applicants location where the animals will be housed. offer suggestions on set ups and safety. Charge a reasonable fee, say between 25.00 to 50.00 as a one time charge this fee could be set aside for the herp clubs to bring in more educational programs.Each applicant should furnish a list to the herp club of types of animals kept at all times.This may seem like an invasion of privacy,but there is a good chance if something goes wrong one of them may be there to assist.The applicant should also contact locale fire and police departments,that these animals exist you dont want the ones helping you our your family get hurt. Finally in know way should the herp club our its members be held liable if something happens,the collector should be held accountable for there own actions. The position of the herp club is to promote safety and encourage the use of common sense.And in closeing I have seen careless handleing in both the private sector and professional institutions.A paycheck or a formal education by no means makes you more qualified.Only common sense and a well thought out plan on safety of your self and others will work.
