6311 - The Non-Native Wildlife Invasion Prevention Act
SERIOUS THREAT TO THE REPTILE OWNERS AND HOBBYISTS IN AMERICA
On June 19, 2008 Rep Bordallo, Madeleine [D-GU] introduced an extreme animal rights bill that would limit the choices of animals that are imported into the USA.
The bill claims to “To prevent the introduction and establishment of nonnative
wildlife species that negatively impact the economy, environment, or human or animal species’ health, and for other purposes”.
However, upon closer inspection, it would cause the end to most animal imports into the USA, even your domestic cat.
In his June 26, 2008 testimony at The House Natural Resources Committee, Subcommittee on Fisheries, Wildlife and Oceans, Marshall Meyers, Executive Vice President and General Counsel, Pet Industry Joint Advisory Council said: “…it imposes on persons interested in importing or possessing a species for commercial or non-commercial purposes the task of having to scientifically prove a negative – that the species will not cause harm or be likely to cause economic or environmental harm or harm to human and animal species’ health. Simply on the grounds of “Statistics 101” this is unworkable. Absent a crystal ball, it is impossible to prove conclusively that no harm has ever nor will ever occur at any time, anywhere in the United States.
”
HR 6311 would create ‘Prohibited’ and ‘Approved’ species lists. Usually with bills, if the species is not on prohibited list, it is legal by default. In the case of HR 6311, for the species to be legal, it would have to be absent from the PROHIBITED list, and at the same time be listed on APPROVED list. To be listed on the Approved list, proof must be provided that it will never harm the environment. This is as insane as asking the person buying a new car that they will never get into a car accident. This bill must be killed.

This would seem a much greater threat than the Python Ban from a few months back.
It is unfortunate that USARK has not materialized yet.
It would seem that a united organization like that would be very appropriate at this time in fighting legislation like this bill # 6311.
In the mean time, before some National Herp Organization appears, folks here should write their Senators and Representatives and oppose this Non-Native Wildlife Invasion Act. It is probably the most important reason for writing a letter to support your hobby to come along in many years.
If you value this hobby, and like keeping herps, take the time to do something and write to protest this thing.
